That lookup gap costs minutes that matter most, and it hits hardest for people without internet access or a smartphone in hand.

Citizens cover part of the cost through a deliberately small Premium USSD fee. Sponsors fund the rest — because verified emergency access is public-safety infrastructure, not a feature.
